"Look at the Paris Commune. That was the Dictatorship of the Proletariat."
Friedrich Engels (1820-1895)
Rights and Responsibilities
There are several rights and responsibilities on both sides of the Commune. The governments have a responsibility to support their people and keep them content as a whole. Even though it is not possible for every single person to be content with the current situation of the country, the governments need to listen to the people and make sure that they have a say. The people having a say in the government is what democracy is about, and during the time leading up to the Commune, the people had no say in what the government did. The people have a right to say that they think the government is bad and they can overthrow that government if necessary. They people have a right to better working conditions in the factories and an economy that can support the needs of the people. The governments have a responsibility to control the economy because the people can't. The governments are the controllers of the countries and the people are the subjects, not the other way around.
